Get Flock OUT of Vallejo!

The City of Vallejo has promised over $2,000,000 to Flock Group, Inc in the name of ‘safety,’ in order to utilize Flock’s AI powered Automated License Plate Readers (ALPRs). ALPRs capture and analyze images of all passing vehicles, and stores details like your car’s location, date, time, make, model, color, and other features such as dents, roof racks, and bumper stickers. By analyzing all of these features, it turns them into searchable data points.

According to Flock Safety’s Vallejo Transparency portal, there are over 120 cameras throughout Vallejo. The information collected by the ALPRs are prohibited from being used for immigration enforcement, traffic enforcement, harassment or intimidation, usage based solely on a protected class (i.e. race, sex, religion), and personal use. The listed organizations granted access to Vallejo, CA Police Department data include every city and county Police Department and Sheriffs Office within the state of California, as well as multiple Fire Departments, District Attorney’s offices, and the Northern California Regional Intelligence Center (NCRIC).

  • DeFlock Vallejo is not one person, but many community members working together to educate the public on what ALPRs and PTZ cameras are, how they work, and how data can be collected and used, both to solve crime and to hurt citizens.

  • A California Public Records Act Request was sent to City of Vallejo on March 6th, 2026. We receive an update every 14 days.

2020
  • Sept. 24th, 2020: An email from Crime & Intelligence Analyst Andrew Bates goes to the whole of the Vallejo Police Department, notifying them of the new Flock system implementation. The email states, “The cameras are located in the College Park/Crest Area. […] The Flock system also can search by Vehicle Type/Build, Make, Color, and if the Vehicle had no plate. These search abilities are relatively accurate, depending on the lighting conditions at the time Keep in mind that we now have “two” different ALPR systems, Flock and BOSS4. So when you do your searches, you will need to check both systems.”

  • Dec. 16th, 2025: The City Council approves an amendment to the agreement (contract) with Flock for their Raven Gunshot detection technology, with approval rom the Surveillance Advisory Board, ‘in an amount not to exceed $210,000 for 18 months’.
  • Dec. 23rd, 2025: Jason Ta, Vallejo Chief of Police, signs an Amendment to the Flock Agreement, pertaining to Flock’s usage of data. The full policy can be read in the Documents page on this site, under the Document labelled ‘12.23.25 Flock Amendment’.
2026
  • February 2026: DeFlock Vallejo begins working.
  • March 6th, 2026: California Public Records Act Request sent to the City of Vallejo regarding Flock contract and audit details.
  • May 11th, 2026: Concerned community members voice their thoughts to the Measure P Oversight Committee regarding funding for Flock and Axon contracts, both in general and with Measure P tax funds.
    • The Measure P Oversight Committee votes unanimously to recommend funding through Measure P to the Flock contract for fiscal year 26-27, in the amount of $302,500
    • MPOC votes unanimously not to recommend funding through Measure P to the Axon contract for fiscal year 26-27, in the amount of $480,000
  • May 21st, 2026: At the Surveillance Advisory Board meeting, concerned citizens raise their thoughts regarding Flock Safety contracts. Vallejo Police Department offers to have a Flock representative come out to answer the Board’s questions they were unable to answer.
  • June 9th, 2026: Concerned community members voice their thoughts to the City Council during budget discussions.
    • Councilmember Bregenzer notes that he is the council liaison for the Surveillance Advisory Board, that the Board is also concerned about Flock, and suggests that if the contract is doing more harm than good then the city should consider cancelling it.
    • The Council votes to move forward with budget option 3, funding all Measure P requests, regardless of recommendation from the Measure P Oversight Committee. They vote to remove the Flock funding from the budget at this time, for further consideration, and until a meeting for the public between the Surveillance Advisory Board and Police Oversight and Accountability Commission can be had. This was confirmed further at the City Council meeting on June 23rd.
  • June 18th, 2026: At the Surveillance Advisory Board meeting, concerned community members attend and voice concerns with the Flock contract, including Flock Raven technology. Vallejo Police Department are joined by a Flock Public Affairs Manager, Lily Ho, via zoom.
  • June 23rd, 2026: Mayor Sorce confirms that they will hold on voting for funding the Flock contract through Measure P funds until the joint SAB/POAC meeting is held.
